Peoria doctor charged with hiding video camera in OSF employees’ bathroom

PEORIA (25News Now) - The Peoria County State’s Attorney’s Office has filed a felony charge against a Peoria doctor accused of installing a video camera in a hospital employees’ bathroom and recording women using the bathroom.

Henry Chang, 28, is charged with unlawful video recording, a Class 4 felony carrying penalties ranging from probation to three-years in prison.

State’s Attorney Jodi Hoos said in a news release that the camera was hidden in the employees’ bathroom at OSF St. Francis Medical Center, and it was discovered when one of the workers found the camera on the floor after it had fallen from its hiding place.

The news release said police recovered videos from the camera showing “multiple female employees” using the bathroom, plus there’s video of Chang setting up the camera.

Police have not identified the women in the videos, according to Hoos.

“We encourage anyone who believes they may have been recorded that day to contact either the Peoria Police Department or Peoria County State’s Attorney investigators,” the news release said.

The state’s attorney said a grand jury will consider filing more charges against Chang.

He’s being held on $10,000 bond. Conditions of his bond include that he has to wear a GPS monitoring device and that he surrender his passport.
